1) Blood Blocking - a way to stop Masters using Blood powers

2) Blood Casting - send info received from Blood Powers to others

When using an information-gathering Bleeder Power (Reading, Tracking, etc), this Power can be used to Send that information to someone else.

NOTE: To "cast", you must taste the Target's blood - and this breaks the Paradigm of only Tasting 1 sample at a time. FOR THIS PURPOSE ONLY, I am OK with that.

Castable powers:
Blood Tracking - Target also becomes aware of Subject's location
Blood Reading - Target gains info about subject
Blood Sampling - ??? Every way I look at this seems overpowered. Taste a Subject, and send a target their skills? A skill? Limit to +4 rather than +8? <NEEDS WORK>
Blood Memory - Target can use Blood Powers as though they were tasting the Subject's blood?

Need to work out some numbers.
Suggestions welcomed

Block Voodoo Mind Field:
This is a Pharmaceutical/Mental process. Does it also work vs Blood Mind Field? Maybe

Blood Casting (INT)
When using an information-gathering Bleeder Power (Reading, Tracking, etc), this Power can be used to Send that information to someone else.
The User must taste the Target's blood as well as the Subject.

Tracking:
Easy (10) : Send confirmation that the Target is Located
Moderate (20) : Send details of Location at one Stage lower than User has gained
Hard: (30) : Send full details that the User has gained
Legendary (40) : //Not Sure

Reading:
Easy (10) : Send confirmation that the Target has been Read
Moderate (20) : Send details of Reading at one Stage lower than User has gained
Hard: (30) : Send full details that the User has gained
Legendary (40) : //Not Sure

Memory:
Target may use Blood powers as though they are tasting Subject's Blood
Easy (10) : Powers are at -8. Target cannot use Blood Memory to extend
Moderate (20) : Powers are at -4. Blood Memory is at -8
Hard (30) : Powers and Blood Memory can be used at no penalty
Legendary (40) : //Not Sure

Sampling:
Not sure about this.
Sampling a Subject's blood, and then Casting that Sample ... Must a target have Sampling to make use of it?
How many skills can be Cast? At what Rank?
Prototype:
Easy (10) : Cast One Skill the Subject has Rank 5 in. Target gains +4. User's Sample roll must have been (30)
Moderate (20) : Cast One Skill the Subject has Rank 4 in. Target gains +4. User's Sample roll must have been (20)
Hard (30) : Cast One Skill the Subject has rank 3 in. Target gains +8. User's Sample roll must have been (30)
Legendary (40) : Cast all Skills the Subject has Rank 3 in. Target gains +8. User's Sample must have been (20)

The aspect that I want to reach is that the gang recognises the importance of my reseach and I can have the funding/resources to get my base to the degree of security and personnal that I feel happy with.

You need a new "reveal" - show the Masters what you have come up with and why it is useful to them.
You have shown proof-of-concept, now show them Release-Version.
Training can be traded for lab security and staff (amongst other things).

Are there any Masters that you favour, or do you want it to be a general Gang resource? (Some Masters will be more interested than others)
